The Beastman's Cleaver can be looted from defeated Katana-wielding Beastmen. You can find them off the Lift close to the Site of Grace: Beside the Great Bridge. If you jump down the bridge, you will instantly die so it's better to raise the Lift every time.
How To Get To Crumbling Farum Azula
Gain Access Automatically During The Forge Of The Giants Questline
Crumbling Farum Azula is an area that you can automatically gain access to by progressing through Melina's quest at the Forge of the Giants and defeating the Fire Giant. Fast travel to the area is not possible until you activate the Site of Grace there, so don't forget to do so.
Fast Travel Available From Then On
Once you've activated the Site of Grace there, players will then be able to fast travel to the Crumbling Farum Azula whenever they like. It's still impossible to reach on foot and the only way to go back there is by fast traveling.
