The Staff Of The Guilty are dropped by Red Hooded Cultists who resides in the Fort Laiedd which is just east from the site of grace "Seethewater Terminus" in Altus Plateau.

Directions To Fort Laeidd
Head Northwest From The Hill, Overlooking The Golden Tree.
Fort Laeidd can be reached by reaching the site of grace "Seethewater River" in the Altus Plateau region, by going to the valley floor in the northwest. However, you cannot reach it from the top of the mountatin on the north side.. Becareful though as a Boss will appear once you set foot in the Wyndham Ruins, you can just pass by it and proceed heading to Fort Laeidd.
