The Noble's Estoc is dropped by Wandering Nobles from various locations. However, its drop rate is quite low.

Several Wandering Nobles can be spotted in the west site of grace "Waypoint Ruins Cellar". After use the skill Hoarfrost Stomp to kill them quickly and once you've defeated all of the Wandering Nobles then return to the site of grace, rest and repeat the whole process until the weapon has been dropped.
