Defeat Recusant Knight Bernahl In Crumbling Farum Azula
To obtain the Devourer's Scepter's you must defeat Recusant Knight Bernahl. Though, you can kill him when he first appear in Warmaster's Shack in Limgrave, however, if you haven't killed him you can still meet him at the Volcano Manor which will require you to do a certain event/side quest.
