The Caestus can be obtained from Gostoc at the Stormveil Castle, but changes upon at Godrick's defeat.

After Godrick has been defeated, it can be purchased if you've obtained Gostoc's Bell Bearing. Go back to the Roundtable and give the Bell Bearing to the twin Maiden Husks and you'll be able to purchase it.
Sold By Gostoc Before Godrick's Defeat.
Before defeating Godrick. Gostock will sell you the rusty key for the dark room. However, if you want to proceed, have a talk with Gostoc and you'll obtain it but its only limited.
