The Cleanrot Knight's Sword are dropped by Cleanrot Knights near the site of grace "Heart of Aeonia" in Caelid. Spear wielders are hard to recognize since they appear when approaching, but there should quite a few of them.
Defeat The Boss
In the Heart Of Aeonia site of grace, there a boss the appears General O'Neill. It is easy to drop rather than the Halo Scythe or Cleanrot Spear, but you can still beat the boss while obtaining the weapon at the same time.
