Igris is a pet that can inflict Boss Vulnerability and boost All Attack just like Windy. It's obtainable through the Solo Leveling collab, and if you own it, it's a great choice as a substitute.

As PvE damage buff pets, Eirin or Sherry (Physical Attack boost) and Yeonji or Note (Magic Attack boost) are the substitute candidates. Field whichever pet has the most progressed enhancements depending on the battle.
Croa
Croa is a pet that can boost All Attack just like Windy. The buff amount of ★6 Croa and ★4 Windy is the same, so prioritizing Croa's enhancement, as it's a Rare pet obtainable through Pet Crafting, is also an option.
