To receive the Side Pack, you'll need to progress the story to the point of meeting up with the mercenaries at the Cable Car.

What Is Side Pack?
Increases Inventory By 2
The side pack will increase your inventory size by 2, giving you more flexibility in inventory management.

In hard mode, you only start with 8 inventory slots while easy mode players get 10. A 2 slot increase is huge for the Hard Mode inventory management.
