Resident Evil 3 Remake is available through Steam and can be pre-ordered immediately. Aside from a steam membership, below are the hardware requirements to run the game.

Playable Only With Digital Copy
Unlike consoles, no hard-copy version of the Remake exists for PC, so PC users can only use digital copies. Note that the Collector's Edition is available only for Console copies. If in case should a PC player choose to buy this version, an additional digital copy will be required to play on PC.

Requirements For PS4, XBOX ONE
Minimum of 23 GB Disk Space Required
There are no hardware requirements for Console (PS4, XBOX ONE) players, except for owning the supported device. Both digital and physical copies of the game can be used, but a 21.93 GB of disk space (and additional 20.47 GB for RE: Resistance) may be required.
