Head to super market in downtown and open the entrance using Bolt Cutters

Soon after getting into the entrance, get a fancy box above a cash register

Check the fancy box in the inventory. Open it rewards you Blue Jewel
Get Blue Jewel Soon After Entering Super Market
Blue Jewel can be acquired at a cash register which is located at just passed entrance of super market. You need to get Bolt Cutters to enter Super Market, and if you don't have it yet, go back to garage to get it.
Open The Fancy Box
Collecting the fancy box will not give you anything. Open it from inventory to get Blue Jewel.
