The Parrying Dagger can be purchased from Patches in the Murkwater Caves for 1600 runes.
Patches Becomes A Merchant When He Surrenders
When you first visit the Murkwater Cave. Patches will appear once you've opened his chest and took the contents and ready to fight you. Once you've depleted his HP enough, he'll surrender, so stop attacking and wait a bit, then he'll talk to you.. Once he finishes talking choose the option "Forgive and forget.".
