The Misbegotten Shortbow are dropped by Flying Misbegotten. However, the drop rate is low and you may not be able to obtain it on your first attempt. To obtain it, you may even take 100 attempts to get the ranged weapon.
Navigate Through Castle Morne's Tunnels
The most efficient to do is to go to Castle Morne's Tunnels since that is where Flying Misbegotten spawns. By following the route, it is about 30 seconds from the site of grace, you can kill 7 of them which can make the item drop quicker.
