The Gravel Stone Seal can be obtained from a Knight with two archers when defeated near the West Capital Rampart site of grace.

The Item Won't Be Available When The City Is Covered With Ashes
After defeating Maliketh, the Black Blade the city will turn to the city of ash upon its defeat and you won't be able to obtain the weapon, so it is recommended that you get the weapon first before heading off to beat Maliketh or other wise you'll have to obtain it on your second playthrough.
