Location Of The Rotten Staff
First, start from the site of grace "Prayer Room" and proceed down a passageway. Follow the scaffolding which is seen in the image all the way to the bottom.
Once you've reached the bottom, there should be a narrow foothold on the pillar as well. You can jump to the location of the Rotten Staff from there. However, you'll still need to defeat the Erdtree Avatar to get the weapon.
