Skill Upgrade Priority
[1st Golden Rule] Choose 3 Characters to Start
Skill upgrading in Zenless Zone Zero consumes a lot of materials including Stamina and Dennys. So in early in the game you want focus all your resources on 3 characters.
▶Best Team CompsWhen you Progress, need 6 Characters
For some challenges like Shiyu Defense, you will need 6 characters. That's when you want to start upgrading 6 characters instead of just 3. Choose 3 more characters to upgrade once you unlock those challenges.
[2nd Golden Rule] It all Depends on the Character
There are some priorities for each role, for example whether you are upgrading an Attack or Support character, but in the end it all comes down to what abilities your character has. Upgrade whatever skills you use most for that character.

Prioritize Damage Output for Attack Agents
First you want to upgrade Attacker Skills so you can inflict high damage to enemies. Especially [Basic Attack], [Special Attack], and [Chain Attack] are recommended because they are frequently used to deal damage.
Upgrade Skills for Support
Your next priority are skills that your Support characters use the most. The most important skills change depending on the character but in general you should upgrade [Special Attack] and [Chain Attack].
Lastly upgrade other Skills
Once you have finished upgrading those skills, then start upgrading other skills as well. If you think the upgrades are starting to cost too many materials, then you can start upgrading other skills like the Core Skills.

You can check the skills from the Agents list. Each Skill level goes up to level 12, but there is a different level cap for each Character.

Skill upgrade materials can be obtained in Combat Simulation. It is a challenge that uses Stamina so complete it every day to collect materials.

Upgrade materials can be crafted by consuming lower level materials and dismantled to obtain lower level materials. Before going to the Combat Simulation for materials, check if you have materials you can craft or dismantle.
