Burnice is an Anomaly character that can accumulate additional damage in addition to inflicting Burn when other allies attack. Since there's no need for her to enter battle again when Disorder or Burn disappears, she is an excellent combination with attackers who excel at staying in battle for extended periods of time.

6 Limited Agents are the Strongest
The six limited characters are the strongest in Zenless Zone Zero. Each has a clear strength or exceptional versatility, and their performance - especially the attackers - sets them apart from the stable-gacha characters.

| Seth | [C0] Increased synergy with other Anomaly characters. The smooth switching provided by Quick Assist and the high performance of the sub-DPS on Cinema upgrades have led to a rank increase in both C0 and C1+. |
| Nicole | [C0] Nicole's crowd control effect have increased with more smaller enemies spread across higher difficulty stages. Despite the short duration, her DEF debuff remains powerful with exceptional effectiveness, resulting in an upgrade her C0 rank. |
| Rina | [C0] With more characters providing longer-lasting and stronger damage buffs, Rina’s shorter buff duration has become more apparent. While offering electrical support, there are few optimal teams since electric attacker are scarce, leading to a rank down in both C0 and C1+. |
| Grace | [C0] The introduction of more powerful limited attackers has reduced Grace’s opportunities to shine. She competes with Burnice for a Disorder role and Seth for support, and as the electric attacker, her complex controls often result in less damage compared to newer limited characters. As a result, she has dropped significantly in both rankings. |
| Soukaku | [C0] The value of Soukaku's buffs has decreased due to the increase in characters with strong damage buffs that have superior potency and duration. Although Soukaku provides ice attribute support, the current lack of ice attackers, combined with the effort required to activate buffs and the noticeable amount of time she need to stay on-field, has resulted in a rank down for both C0 and C1+. |
| Lycaon | [C1+] Compared to Qingyi and Caesar, who possess both high stun and support capabilities, Lycaon’s general support performance is somewhat lacking. Although Lycaon offers ice attribute support, the current shortage of ice attribute attackers and limited potential growth from Cinema upgrades has led to a rank down in C1+ evaluation. |
| Piper | [C1+] Piper stands out as a top low-rarity attacker and pairs excellently with Burnice. However, due to the presence of strong competitors like Jane and limited team slots for stable-gacha characters, Piper’s C1+ tier has been adjusted downward. |
| Koleda | [C0] With the rise of Defense characters and those with strong dodge and anti-interruption, Koleda’s stun-focused role has become less essential. As a result, her optimal team compositions have decreased, leading to a rank down in C1+. |

This doesn't require her Additional Ability, making her very versatile. You can also have 2 Support Agents in 1 team because of this. |
| Piper | [C0] She is still powerful as a sub DPS with her long duration buffs, but now with Jane in the list who has the same Attribute and Specialty, we put her in the A Tier. |
| Corin | [C0] She can deal very high damage while the enemy is stunned. She is also a good match with Qingyi and Jane who can deal damage before Stunning the enemy. |

| Lycaon | [C0] With high Stun performance and a strong Stun DMG Multiplier buff, it remains a powerful character and continues to be widely used, especially with Ellen in the party. However, with the addition of a new high-level character, Qingyi, the number of top-tier builds it fits in has decreased, causing a drop of one rank to adjust for the shifts in the current meta. |
| Grace | [C1+] Electric Attribute is easy to use this season, and having C2 can significantly enhances its firepower. However, she isn't the best match with Qingyi, who is anticipated to become one of the best in the future meta. Consequently, its expected damage output and ease of use fall short compared to the two limited attackers, resulting in a one-level drop in rank. |

Current Meta Analysis
Attackers are Valuable
A lot of the characters in S and SS Tier are characters that can defeat enemies quickly or contribute to that. The goal is always to defeat the enemy, so Attack characters that deal high damage and characters that have powerful buffs and debuffs are valuable.

Versatile Teams & Controls
Considering the fact that you need 2 teams for high difficulty challenges, characters like Piper, Lucy and also the only A-Rank Stun character Anby are considered high tier since they are versatile and can fit into many kinds of teams. Rina and Grace are considered high tier for the same reasons.

If there are few challenges or content that a character can be very good at, they are considered to be lower tier. The same can be said if there is another character with similar roles or abilities but are more versatile or easier to control.

3 Limited Attack Agents are Best
The strongest Attack characters are Zhu Yuan, Ellen, Burnice and Jane. These 3 limited characters are far stronger than the others, making them valuable for challenges like Shiyu Defense and Inferno Reap.
Any Attacker Can Get The Rewards
Even in challenges where you are required to have a lot of firepower like Shiyu Defense Critical Nodes, any Attack character will be able to get all the rewards as long as you enhance them enough. If you have your own character that you like, you can enhance them and have no problem.

Stun Tier List
Qingyi and Caesar are By Far the Strongest
Out of all the Stun characters, Qingyi and Caesar are the strongest by far. Each provides strong damage support, and their Stun and shield durability performance is impeccable. If you have her in your team she will definitely make it a lot easier to complete high difficulty challenges.
Just Stunning Enemies isn't Enough
Stun characters are required to do more than just Stun enemies quickly. For example, it would help if they had Stun DMG Multiplier buffs or any other buffs/debuffs that can support their allies.

All Support Agents are Powerful
The 4 characters with Support Specialty (Rina, Soukaku, Lucy, Nicole) all are powerful enough to help the team. They all have small differences, but all of them can buff the Attacker's DMG output, making them versatile.

| Qingyi | - Stun character with excellent Stun speed and attack range - Has high magnification Stun DMG Multiplier UP - Dodge Counter is useful because it can temporarily interrupt the combo. |
| Zhu Yuan | - Attacker that can switch between 2 modes - Easy to maneuver with long range and dash attacks - Easy to build a strong team with 2 Cunning Hares Agents |

| Soldier 11 | - Attack character that deals high damage with enhanced Basic Attacks - Time it right and you can activate the enhanced attacks repeatedly - Deals massive damage against Stunned enemies |
| Nekomata | - Attack character great at attacking multiple enemies - Can deal high damage right away using Quick Assist - There are no Physical support characters at this point so you will need to apply Assault buff |
| Piper | - Anomaly character that can apply Anomaly effect and Stun the enemy - DMG buff that lasts long is also powerful - However survivability is low |
| Soukaku | - Support character that can gather enemies, Buff ATK, and use Ice - Also can become an attacker with enough Mindscape Cinema - Survivability is very low |
B Tier Characters
| Grace | - Anomaly character with powerful ability to apply Shock status - Easy to perform combos with many combinations - You can also enhance the Shock effect and have all Agents of the same Attribute |
| Koleda | - Stun character that can perform wide range attacks with low risk of taking damage - Easy to activate Defensive Assist - Higher stats when teamed with Ben |
| Corin | - Attack character that can deal massive damage if you manage to keep attacking consistently - Able to deal massive damage to Stunned enemies - However survivability is low and can barely move while attacking |
| Anby | - Easy to use and versatile Stun character - Can recover Energy and use Special Attack repeatedly - Movements are quick making it easier to dodge attacks |
C Tier Characters
| Ben | - Defense character that can use a shield, damage buff and Stun effect - Higher stats when teamed up with Koleda - Counter attack is also powerful but movement is very slow |
| Anton | - Attack character that deals high burst damage using Burst Mode - Can apply Shock effect and is a good match with an Electric team - Not great at long range or enemies that try to immobilize you |
| Billy | - Easy to use Attack character that can perform long range and AoE attacks - Able to move around/dodge attacks while shooting enemies - Note that DMG decreases at long range |
Character Tier List Evaluation Criteria

Damage Output is Most Crucial
The basic strategy in ZZZ is dodging enemy attacks using different moves like Perfect Assist while attacking the enemy. You can end the battle faster with a high damage output so being able to deal high damage to the enemy is crucial.
Support and Stun Effects are also Important
To enhance the attacks of your Main DPS, applying Anomaly effects and Stunning the enemy in addition to Buffs and Debuffs are also important. Characters that have multiple effects to help their allies are especially useful.
Number of Charcters from Same Faction & Attribute
It is important that there are many characters that are from the same Faction and have the same Attribute in order to activate Additional Abilities. If there aren't many characters that belong in the same Faction or have the same Attribute it would be harder to fully utilize their skills.
Access to Mindscape Cinema
A-Rank Agents are easy to unlock their Mindscape Cinema, so they are evaluated at C4 - C6. On the other hand, S-Rank Agents are harder to enhance, so they are evaluated at C2 or lower. If the evaluation does not change even when they are enhance to C2, they are listed as C0.
Gameplay & Controls
Since this is an action game, we also considered the player skills needed to master the controls of each character. Characters that don't require special ammunitions or other techniques are rated slightly higher for their ease of use.
