The Strongest Character is Ellen

The strongest character in Zenless Zone Zero is Ellen. Ellen is a powerful Attack Character who excels in damage output and long combos, and she is also skilled at defeating weaker enemies with her wide-range attacks.

Character Strengths by Tier

SS Tier Characters

Ellen	- Attack character that has high damage output and powerful combos - Great maneuverability with dashing and warp - Also great against weaker enemies with AoE attack and pulling enemies together
Lycaon	- Easy to use Stun character that charges power before unleashing a powerful attack - Can effectively apply debuffs to Stunned enemies - Long Anti-Interrupt/Invulnerable time is useful

S Tier Characters

Rina	- Support character that applies strong PEN Ratio Buff - Electric Attribute Additional Ability is also powerful - There are many characters of the same Faction/Attribute and can fit in any kind of team
Grace	- Anomaly character with powerful ability to apply Shock status - Easy to perform combos with many combinations - You can also enhance the Shock effect and have all Agents of the same Attribute
Nekomata	- Attack character great at attacking multiple enemies - Can deal high damage right away using Quick Assist - There are no Physical support characters at this point so you will need to apply Assault buff

A Tier Characters

Soldier 11	- Attack character that deals high damage with enhanced Basic Attacks - Time it right and you can activate the enhanced attacks repeatedly - There are very few characters of the same Faction/Attribute making it hard to activate Additional Ability
Koleda	- Stun character that can perform wide range attacks with low risk of taking damage - Easy to activate Defensive Assist - Higher stats when teamed with Ben
Piper	- Anomaly character that can apply Anomaly effect and Stun the enemy - DMG buff that lasts long is also powerful - However survivability is low
Lucy	- Support character with useful ATK buff that lasts a long time - You can use Guard Boars that attack automatically when character is not in battle - Good for continuous support effects, but not for burst damage

B Tier Characters

Corin	- Attack character that can deal massive damage if you manage to keep attacking consistently - Able to deal massive damage to Stunned enemies - However survivability is low and can barely move while attacking
Soukaku	- Support character that can gather enemies, Buff ATK, and use Ice - Also can become an attacker with enough Mindscape Cinema - Survivability is very low
Ben	- Defense character that can use a shield, damage buff and Stun effect - Higher stats when teamed up with Koleda - Counter attack is also powerful but movement is very slow
Anby	- Easy to use and versatile Stun character - Can recover Energy and use Special Attack repeatedly - Movements are quick making it easier to dodge attacks
Nicole	- Versatile support character that can gather enemies and apply DEF debuffs - Energy Field that pulls enemies will remain for a while after switching characters - Ether DMG buff is also strong but Nicole is the only Ether attacker at this point

C Tier Characters

Anton	- Attack character that deals high burst damage using Burst Mode - Can apply Shock effect and is a good match with an Electric team - Not great at long range or enemies that try to immobilize you
Billy	- Easy to use Attack character that can perform long range and AoE attacks - Able to move around/dodge attacks while shooting enemies - Note that DMG decreases at long range

Character Tier List Evaluation Criteria

Damage Output is Most Crucial

The basic strategy in ZZZ is dodging enemy attacks using different moves like Perfect Assist while attacking the enemy. You can end the battle faster with a high damage output so being able to deal high damage to the enemy is crucial.

Support and Stun Effects are also Important

To enhance the attacks of your Main DPS, applying Anomaly effects and Stunning the enemy in addition to Buffs and Debuffs are also important. Characters that have multiple effects to help their allies are especially useful.

Number of Charcters from Same Faction & Attribute

It is important that there are many characters that are from the same Faction and have the same Attribute in order to activate Additional Abilities. If there aren't many characters that belong in the same Faction or have the same Attribute it would be harder to fully utilize their skills.

Easy to Use & Control

ZZZ is an Action game that requires precise inputs and controls during battle, so we also considered how easy it is to control and use the character. Characters that don't require unique stacks of Energy/Ammo and are easy to control are considered to be somewhat higher in the Tier List.
