"Obsidian: Strategic Partner" was added with the release of Ver 1.1. When you progress through the Main Story it will be unlocked and when you complete the high difficulty Combat Commissions, you will get rewards.
Commissions will Unlock in Order
The first "Obsidian" commissions will unlock at the same timing as Main Story Chapter 2 "Expert Challenge". After that, more commissions will be unlocked as you progress the Story and when you complete Special Episode "Undercover R&B", then all commissions will be unlocked.
Complete High Difficulty Combat Commissions
To complete the Obsidian, you will have to complete "Challenge" and "Assault" and both are high difficulty Combat Commissions. See the recommended Attributes and choose the Agents that best match to complete it.

1. Progress Main Story and Complete Requirements
To participate in the Event, you must first progress the Main Story to Chapter 2 and unlock "Expert Challenge". If you have not reached this point, then raise your Inter-Knot level and progress the Main Story first.
2. Receive Commissions in Inter-Knot
When you open Inter-Knot, then you can activate [Challenge] Obsidian: Strategic Cooperation. Choose the Commission and accept it.
3. From HDD, Start Combat Commission
The Combat Commissions "Eliminate Looter I - III" are all in Chapter 2. Complete them to finish all the Commissions.
