To unlock the HIA Commemorative Coin, you will first need to speak to Sage in a Barrel. Especially after the Lumina Square Map, the Coin type will change. Once you arrive to Lumina Square, speak to Sage in a Barrel next to the HIA.

Depending on Time, Coins will Change

HIA Commemorative Coins will appear in certain times in-game. Also depending on the day in-game the Coins will change, so if you can not find the Coin then you might want to change the day and time.
