When is the Drive Disc Unlocked?
Unlocks after Chapter 1 Rank-Up Commission
You get your first Drive Disc in Zenless Zone Zero as a reward for completing Chapter 1 Rank Up "Path of the Proxy I". At this point you can only get one and it will be a while until you get more and really start using it.
How To Upgrade & Dismantle Drive DiscsCan get from Rewards or Giveaways
Drive Discs can be obtained from quest rewards or giveaway events. If those come after you finish the mission mentioned above, then you can obtain the Drive Disc to equip or enhance it.
Start using them at Inter-Knot Level 26
You will start using more Drive Discs after unlocking Routine Cleanup in Chapter 2. You will need to reach Inter-Knot Level 26 to unlock this, so once you enter Chapter 2 remember to complete Side Quests when you can to gain Inter-Knot Credits.

Get from Music Store (Tuning)
In the Music Store, you can use an item called Master Copy to create a Drive Disc. Master Copies can be obtained as a reward for completing Routine Cleanup missions or dismantling Drive Discs that you don't need.
Get from Commission Rewards
There are times where Drive Disc are rewards for completing Combat Commissions. Usually they are first completion rewards, so you can not get several for completing the same quests.
Find them around the City
Drive Disc can also be obtained from NPCs or Cargo Trucks in the city.
