Thorned Whips is a drop from the Fire Prelate near the Site of Grace: Giant's Mountaintops Catacombs in the Mountaintops of the Giants. Since it's quite strong, it's better to clear out the enemies around the areas first.
How To Get To Giant's Mountaintop Catacombs
After reaching the Mountaintops of the Giants, go from the Grand Lift of Rold through the Zamor Ruins. Go to the front of the bridge and back to the cliff side and the Giant's Mountaintop Catacombs should be there.
Reaching The Mountaintops of the Giants
To get to the Consecrated Snowfield, you must first cross through the Altus Plateau and reach the Mountaintops of the Giants. If you have not reached the Mountaintops of the Giants yet, progress through the main story.
