Inside A Hidden Passage In The Academy Crystal Cave
From the Liurnia Cathedral, go to the location of the Academy Crystal Cave. To enter you'll need a Stonesword key, which has a chest that holds the Crystal Staff though it is in a wall illusion on the left side of the tunnel.
