The Ripple Sword can be purchased for 3500 Runes from Pidia at the Caria Manor in the Liurnia of the lakes region. Pidia, can be only be reached by a balcony above the Manor Lower Level site of grace. Which can only access by dropping down the cliffs from the southwestern side of the Three Sisters.

If you proceed with step 5 of Ranni's event. Selivus and his servant Pidia will die. You can still obtain both their ball bearing which you can give to the Twin Maiden Husks at the Roundtable Hold.
Route To Ranni's Rise
To get to Ranni's Rise, you'll need to clear the boss in the Caria Manor. After defeating the boss, you can now access the entrance to the three sisters area.
