Clefairy only appears at night near the Fabled Spring in Coronet Highlands. It is a docile Pokemon which makes it easy to capture.

Wait For A Full Moon At Fabled Spring
The cutscene will not start unless there is a full moon. Rest at base camp until nightfall and check what the moon looks like each time you do.
It takes about a minute for the moon to show up, so take note of that when you're checking it.
You Can Evolve Ursaring During A Full Moon
Ursaluna's evolution condition is to use the Peat Block during the night of a full moon. This item will not work if it's not a full moon.

Head To The Destination Once There Is A Full Moon
If there's a full moon, a marker will appear on your destination. Once you head there, a cutscene event should start and you can complete the request afterwards.
Pick Up The Glowing Items
After the cutscene, be sure to pick up the glowing items that Clefairy dropped. You can get a Moon Stone from the dropped items.
