You can get Request 94: Incarnate Forces Of Hisui after completing Main Mission 26: Seeking The Remaining Plates. Speak to Cogita at the Galaxy Headquarters to start the mission.

Tornadus only appears during a blizzard, so change the time at base camp to reset the weather conditions. If you are not able to change the weather condition, you can wait for a few minutes until a blizzard occurs.
