If you are not able to see the event where Beauregard's Wurmple evolves into Cascoon, side quest 10: Wurmple's Evolved! will never occur.

Spawn Location And Conditions - Silcoon
In order to proceed from this side quest, you need to have Silcoon and Cascoon on your Pokedex. You can catch them directly, or raise your Wurmple to level 7 and evolve it. Note that Wurmple will randomly into either Silcoon or Cascoon, if you're unlucky, you will have to evolve several of them.

If you are only seeing Wurmple, Beautifly, or Dustox, return to Jubilife Village and then come back to reset their spawn.
Receive By Capturing 10 Other Pokemon After The Evolution
If your Wurmple evolves into Cascoon, capture 10 Pokemon that you want. After capturing them, you can talk to Beauregard again to trigger an event. You can now check the bulletin board at the headquarters to receive your side quest.
Finish Side Quest By Showing Silcoon
After receiving the request for the side quest, you can talk to Beauregard in front of the headquarters and show Silcoon. You can either catch a Silcoon or evolve a Wurmple. However, evolving a Wurmple to Silcoon is completely random. It is recommended that you catch a Silcoon instead.

Catch Silcoon And Show It To Beauregard
After receiving the request, you can talk to Beauregard in front of the headquarters and show Silcoon. You can either catch a Silcoon or evolve a Wurmple. However, evolving a Wurmple to Silcoon is completely random, so it is recommended that you catch a Silcoon instead.
