Regular costumes can be purchased at the Clothier shop in the game and can be changed. You can also receive the special limited edition outfits by talking to the clerk at the Clothier shop if you meet the requirements.

Change Clothes At The Clothier
You can go to the Clothier shop and change the main character's outfit from the ones you have, just like you can with costumes. Simply go to the Clothier shop and speak with Sharon if you want to change your outfit.
Change Your Clothes By Using The Mirror In Your Home
You can also change your clothes at your home by interacting with the mirror. However, since it's quite rare to go to your house while busy with main missions or roaming, we still recommended you go to the Clothier to change.
Change Hair Style And Color In Hairdresser
Aside from costumes, you can change your hairstyle and the color of your hair at the Hairdresser. So change your hairstyle to match your favorite look.
