Catch Octillery At Cobalt Coastlands
In order to complete Octillery's Pokedex entry, you will need to reach Research Level 10 with Octillery. Catching 4 of them will be enough to raise your research level considerably, so head to Cobalt Coastlands and start catching them.

Octillery can be found on the northern side of Islespy Shore in the Cobalt Coastlands. An Alpha variant also appears at Castaway Shore, but it can be quite difficult to catch.
