You can get Request 68: A Nosepass To Guide The Way from the Bulletin Board in Professor Laventon's room at the Galaxy Headquarters.
Register Nosepass In The Pokedex

You cannot get the request unless you have registered Nosepass in your Pokedex. You will need to catch Nosepass to register it to the Pokedex. Take note that you can't register it just by encountering or defeating it.
Catch Nosepass In Coronet Highlands
Nosepass appears at the Celestica Ruins and Primeval Grotto in Coronet Highlands. You can find several of them in both locations but it is easier to find them at the Primeval Grotto.

Speak To Gully At Heavenward Lookout
After accepting the request, speak to Gully at the base camp in Heavenward Lookout (Coronet Highlands). After talking to her, you will need to follow her inside Wayward Cave.
Give Gully A Nosepass
When you meet up with Gully at the Wayward Cave, she will ask you to give her a Nosepass. Select a Nosepass from your party or from the pasture, then give it to her to complete the request.
