You only need to scare them off using Scatter Bang 5 times to reach Research Level 10, so it is very easy to accomplish.

Even if you scare only one Gastly by using Scatter Bang 5 times, you can still accomplish the task. Take note that the task wont count if Gastly sees you.
Scatter Bang Can Be Crafted
Scatter Bang can be created through crafting. It requires Pop Pod x1, and Caster Fern x1. The recipe can be obtained after completing Main Mission 8: Arezu's Predicament.
