Moderator - How To Get
Defeat Nemesis
The Moderator will be dropped by Nemesis once you stop and defeat it in the Downtown area of the Subway level.

You can use a Frag Grenade or shoot at Red Barrels to easily stop Nemesis in its tracks, causing it to drop the Moderator.
