The Scope for the Assault Rifle is found inside a crate in the West Office of the Police Station. However, you need to have an ID Card to access it. To get the ID Card, you need to kill the zombified Brad Vickers before you enter the Police Station.
The Scope adds a sight when you aim down with the Assault Rifle and it also increases accuracy and somewhat reduces recoil. This is quite a handy attachment as the Assault Rifle has noticeable kick when auto fired.
