Use Pokemon GO Snapshot
To encounter and catch Smeargle in Pokemon GO, you need to use the new GO Snapshot feature! Choose a Pokemon and click the camera icon or open your camera from your Item Bag.

Choose the Pokemon that you want to take a photo of. Take note that Smeargle will copy the moves of the Pokemon in the photo it photobombs.
Smeargle Will Randomly Appear In Snapshot
After taking a photo, if you're lucky, Smeargle will randomly appear in the snapshot. You can see this in the preview of the photo and in the saved photo in your mobile.
Smeargle Encounters Are Random
Snapshots you take in Pokemon GO won't automatically translate to an encounter with a Smeargle. These instances are random and are not 100% guaranteed.
Exit Into Game Map To Encounter Smeargle
After Smeargle appears in your Snapshot, you can exit into the Pokemon GO map and you'll encounter Smeargle there. This will allow you to catch the Pokemon.
