The entire battle takes place in 300 seconds. You need to defeat the legendary Pokemon within this time frame or you won't be able to capture it.
No Legendary Raid Pass Is Needed
You don't need to have a special raid pass to participate in legendary Pokemon battles. You just need the regular raid pass & the EX raid pass for their respective raids.
