Pokemon Go will be testing the Legendary Lunch Raid event during lunch time on March 13, 2019. This means that from 12 noon, the number of Legendary Raids in the game will increase for an hour!
Adjusted To Your Local Time Zone
The event has been adjusted to each country's time zone! So do not worry about the Legendary Lunch Raid happening during your local dinnertime!

Since Dialga is the current Raid Boss when the event experiment launches, we may see several Dialga raids during the Legendary Lunch Hour!

At the time of writing, it is unclear regarding how much of an increase to the number of Legendary Raids there will be. This will be updated as soon as more details are confirmed.
All Gyms May Be Affected
It is possible that all of the gyms will be affected by the Legendary Lunch Hour. From 12noon until 1pm, every gym may become a Legendary Raid.
Could Mean More Raids In General
In the official statement made by Pokemon Go, they did not state what type of Raids will increase. This may mean that other raids aside from Legendaries will be present.

EX Raid May Coincide With Event
An EX Raid will also be available to play on the same day as the Legendary Lunch Hour event. If the scheduled time for the EX Raid coincides with the Legendary Lunch Hour, players must decide which event to participate in.

It seems that EX Raid Gyms will not be affected by the Lunch Raid Hour, and that their schedules will not clash with each other.
How To Prepare For Legendary Lunch Hour
Collect Free Raid Passes
You will be able to get one free Raid Pass per day by spinning a Gym's photo disc or going to the Raid screen. Raid passes will carry over to the next day when you don't use them, so horde some Raid Passes before the event!
Consider Buying An Ultra Box
Since there are a ton of Raids that you can participate in during the event, you may want to buy the Ultra Box from the Shop. This includes 15 Premium Raid Passes which you can use for the Legendary Lunch Hour!

If you want to participate in more Raids during the event, it is recommended that you plan your route ahead of the event. This way you will be able to efficiently take on multiple raids within the time limit!

It is expected that the event will be crowded due to the number of players who want to raid. If this is the case, remember to show your manners and be respectful to other players in order to make this event a success!

It is unclear whether this event will be implemented by the game as a recurring event. After the test launch, they will decide whether to add it as a gameplay feature or not.
