How to Obtain the Lazy Shell (Weapon)
Obtainable after clearing Nimbus Land
The 'Lazy Shell' can be obtained at the earliest after clearing Nimbus Land. In terms of Star Pieces, this is midway through the 6th one, so proceed to that point first.
Obtain 'Fertilizer' and 'Seed'
To advance the weapon acquisition event, 'Fertilizer' and 'Seed' are required. If you haven't obtained them yet, get them first.

Enter the planter's house in Rose Town
A new path has appeared in Rose Town. Follow the path to find the planter's house and go inside.

Give 'Fertilizer' and 'Seed' to the planter, and a giant vine will grow.
Obtain at the top of the vine
