In Super Mario RPG, the strongest weapons are all exclusive to each character. Therefore, you don't have to worry about which character to equip them on when you obtain them.
Weapon Strength is Judged by Attack Power
The only differences between weapons are Attack Power, Action Command, and damage fluctuation on a successful command. Generally, you can consider the weapon with the highest Attack Power to be the strongest.

Mallow, Geno, and Bowser can obtain their strongest weapons by defeating the post-game rematch bosses.

Mario's strongest weapon, the Lazy Shell, can be obtained at the earliest after clearing Nimbus Land.
Get the Fertilizer and Seed
To proceed with the event to get the weapon, you will need the Fertilizer and Seed. If you haven't obtained them yet, get them first.

If you talk to the mouse on the 2nd floor of the house in Monstro Town, you can hear information about a gardener who has moved to Rose Town.
Enter the Gardener's House in Rose Town
A new path has appeared in Rose Town. Follow the path to find the gardener's house and go inside.
Give the Fertilizer and Seed to the Resident
When you give the Fertilizer and Seed to the gardener, a giant vine will grow.
Obtain it at the Top of the Vine
At the top of the vine that appears, there are two treasure chests. You can get the Lazy Shell weapon from the right chest and the Lazy Shell armor from the left chest.

You can get the Sonic Cymbal by clearing the action course where the first map has floors that move up and down.
