Heavy Emphasis on Survivability
The High Alert perk goes well with other perks that emphasize your survivability. Having the Double Time perk allows you to reposition faster, while the Cold-Blooded perk makes you harder to spot for enemies!
Further Track Enemy Movements
The Tracker perk will help you keep tabs on enemy locations. Footprint trails give you a rough idea of the enemy's position. This will also help you move to a safer area where no enemy tracks are present if you are compromised.

Reposition Easily With Smoke Grenade
The Smoke Grenade is a great Tactical for repositioning when you're compromised. When found, throw the Smoke Grenade down to immediately break line of sight from the enemy, and safely relocate to another area.
Keep Track of Enemies With Heartbeat Sensor
If you did not equip the Tracker perk, you can opt to use the Heartbeat Sensor to get a rough idea of enemy positioning. With this equipment, you can assess the situation earlier, and move away from potential danger safely!
