Tasks Can Only Be Received On The Day Itself.
You won't be able to receive the limited research tasks before the day of the event. Since you can only get one research task from a Poke Stop in a day, keep your slots open & don't spin Poke Stops until the event begins.

There are currently no details yet on what tasks need to be completed to encounter Feebas. There is no information also on how frequently you'll receive these limited research tasks from spinning Poke Stops.
You Can Still Receive Common Research Tasks
Even during the event day, you can still receive basic research tasks from a Poke Stop. It's best to work with friends and share information to find out which tasks specifically lead to a Feebas encounter.Check Out Field Research Here
Possible Shiny Feebas Can Appear

|Feebas||The Feebas's body color will be purple instead of yellow/brown.|
