Is an A tier vet weapon better than an S tier noobgun?

I personally hated FN Scar 17. But when I customised it to the ideal play style, it becomes my favourite and I now love it more than Kilo 141.

I also loved the shield by the way. Never in my life being shot more than hundred times and remained alive hahahaha
