Both Legendary fish can be caught on Full Moon Island, which is one of the island found in the Purple Streamer section of the game.

To catch the Legendary Cheep Cheep, look for the above shadow in the water and be ready to immediately cast your line at it. This fish will disappear fast, so you won't have that much time to react.

After fishing up these two fish, go back to the Museum in Toad Town to reclaim your special Trophy. After you do this, a special sketch of the two critters you caught will be on display in the Museum.
