Clear Quest "Where The Heart Is" To Recruit

Where The Heart Is can only be unlocked by going to a Rest Point and select Colony 9 Lately as a discussion topic. To unlock the option "Colony 9 Lately", you need to gather info at Colony 4.
Collect Information At Aetia Region's Colony 4

You can only get the information about Colony 9 after you are done at the part of Chapter 3 where Ethel leaves your party. You will notice that an icon will appear at Colony 4.
