You can receive the order for A Twist of Fate quest by going to Colony Omega southeast area of Aetia Region, Upper after clearing Side Story: Mio. Aetia Region, Upper is accessible at Chapter 6 of the story.

Walkthrough Guide Chart
- Interact with the Armory at Colony Omega in Aetia Region, Upper
- Select "Go" to proceed
- Head to Module Warehouse
- Follow the footprints to have a talk with Cubibi
- Go to the location of Ethel
- Talk to Travis
Follow The Footprints That Emerges On The Ground
The footprints appear on the ground upon leaving the Module Warehouse. To proceed with the quest, approach Cubibi at the end of the footprint. You need to climb the stairs on the way although there are no footprints displayed on the stairs.
