Bloom is a 32x32 texture pack that upscales and somewhat intensifies the colors of certain blocks. This texture pack is recommended for those that want a brighter and "livelier" Minecraft aesthetic.
Download the texture pack from Forge. Choose and download the latest version. >> Download Bloom here

Move the downloaded texture pack to Minecraft's "resoursepacks" folder

Run Minecraft

While playing, go to "Options..." and select "Resource Packs..."

Select the Texture Pack that you want to apply *You can also use this menu to remove applied Texture or Resource packs

Select "Done" and wait for the game to reload
Check For Version Compatibility
While old texture packs can be used for new ones, older packs are likely to not have any compatible textures for new blocks. Check the latest version of the texture pack that you want to download for a better and more up to date improvements.
Installing Bloom does not require any additional mods. Texture packs work well even with the vanilla version of Minecraft. However, you can usualy also enjoy these textures if you want to with mods but note that there may be compatibility issues.
If you want to make Minecraft look smooth and cartoonish, the 8x8 Rodrigo's Pack is something you should consider. This texture pack might have a smaller 8x8 texture but it does its job well in giving Minecraft a colorful and animiated feel.
