Bombarda Mastery will be effective when Spells Talent has been unlocked. If there are enemies around the enemy that has been hit with Bombarda, then they will be blown away together.

Can Destroy Rocks And Open Doors
If there are routes that are blocked by rocks and closed doors, then you can blow them up with Bombarda. This way you can create a route.
How To Learn Bombarda
Unlocked By Completing Professor Howin's Assignment
You can learn Bombarda when you complete Professor Howin's Assignment and report back to Professor Howin. To complete the assignment, you will need to capture Diricawl and Giant Purple Toad. It is also a requirement for the Main Quest "In The Shadow of Mountain".
