Unlocked By Completing "Madam Kogawa's Assignment 2"
Arresto Momentum is learned when you complete "Madam Kogawa's Assignment 2". To complete the assignment you need to pop 5 balloons each near the steeple and the Keenbridge Tower. It does not follow the actual story, but it is around "Percival Rackham's Trial".
