Tommy Miller is Joel Miller's brother and was first introduced in The Last of Us. He's married to Maria and currently resides in Jackson, Wyoming with Ellie and the others.

Witnessed Joel's Death
Tommy was on patrol with Joel where they met up with Abby in the mountains of Wyoming. They took shelter in a mansion where Abby's friends are. When Joel's identity was exposed, they turned on them with Abby ending up killing Joel.

Tommy and Ellie were spared by Abby's group and returned to their base. At odds with his wife, Maria, he decides to leave on a roaring rampage of revenge against Abby and her group.
Killing Abby's Friends
During his journey, Tommy has come across some of Abby's friends and even killed some of them. His warpath has taken him to their base in Seattle.
Confrontation with Abby
Abby finally meets Abby in the Theater in the "The Confrontation" and "Infiltration" chapters. He first gets shot in the knee, then the head by Abby.
Tommy Miller - Ending & Epilogue
We last see Tommy when he visits Ellie and Dina's farm house. He now has a visible limp and is slightly blind. He informs Ellie of Abby's location and demands that she complete their revenge against Abby for Joel.
