The safe is inside a fenced area before you open the shutters to proceed. It can be accessed using the stairs located at the left side of the room, then descending down to the safe's area. The code for the safe is 70-12-64.
Safe Area Is Beside The Shutter
Clue Is At The Second Floor
Pick up the letter beside the man's corpse to read the safe's code. Navigate your way through the fallen shelves to access the stairs to the second floor.
How To Go To The Safe's Area
Pull The Cart & Crawl
After getting the clue, go to the other end of the room. Pull the cart to reveal a hole to the safe's area. Crawl through it and jump down to unlock the safe.

Supplements, Ammo, & Parts
The safe contains supplements, ammo, and parts. Use the supplements to increase Ellie's abilities and use the parts to improve your weapons.
