If the border of the Tarot card upgrades to a rainbow color, a character of the highest rarity, "Legendary," is guaranteed to be pulled. If it's gold, an Epic character is guaranteed. There are also cases where it starts as gold and changes to rainbow during the animation; in this case, a Legendary character is guaranteed.
Shooting Stars Also Indicates Legendary Summons

You can also tell by the cut-in (shooting star) when the character is pulled. For an Epic character, there will be a golden shooting star, and for a Legendary character, a rainbow shooting star will appear afterward.
Does Tarots Affect Legendary Summons
Changing Tarot Cards Does Not Affect The Success Pull
You can tap to select a Tarot card when pulling from the gacha. However, it does not affect the character or rarity of the pulled item.
The Types of Tarot Cards are Common to All Gachas
The type and number of Tarot cards do not change depending on the gacha type, such as the character gacha or Weapon gacha. The same Tarot cards will be displayed no matter which gacha you pull from.
