I went in with a Jynx, Swampert and Manectric (level 41 on average).
Manectric helped kill roaming Gyarados with Howl linked to attacks. Jynx crucially had Munch Belt and Energy Ball, and I walked with Swampert to take hits. X-Ray Specs let me see enemies coming.
Consider bringing a Wand stack for Gyarados.
