There is a 3rd Person view in the game. Although you can only do this when inside the vehicle by pressing a button to toggle the view. Other than this, strolling around and doing combat are all done in first-person view.

It is very likely that the PC will have mods to support 3rd-person view. Similar to other CD Projekt titles like the Witcher 3, Cyberpunk 2077 fully supports mods.
